To address the risk of antibiotic resistance, why not look at how the antibiotics are actually used? 80% are for animal agriculture, to make it possible for factory farms to keep animals in extremely crowded conditions, standing in their own feces. Why not address this with regulation or some other mechanism to internalize the costs associated with antibiotic resistance?
